so i figure the testers test new duelist's right

do we have the power to place them in there dorm or only the admins can do that part

To answer your question, yes. You test them using the test rubric. Then you put what dorm they are. Although you do not have the power to actually put them in the group. Contact a admin online and tell them to place that person in the respective dorm.
